If dry all the way down then the bonsai needs a drink. Bonsai prefer a special mix of soil - use a Bonsai premix or make your own with a mixture of akadama, pumice, and lava rock in a ratio of ½ to ¼ to ¼. Optimal indoor light conditions are in a South facing window sill. Placing Bonsai on shallow dish with rocks and water will be essential for needed humidity. Fertilize with a 10-6-6 fertilizer in the spring, 6-6-6 in the summer & 3-6-6 in the fall while slowly decreasing as winter approaches.
